Thank you for sharing Eagle Eye’s response to the SBA’s proposed changes to the size standards. You did a terrific, comprehensive job. I think your response makes some important points in a number of areas, and adds vital empirical support to some of the same kinds of arguments we have made in comments we have submitted to the SBA both on our own and on behalf of clients.

I think the point you make in your conclusion that determining harm or benefit to small firms as a result of the proposed changes essentially comes down to determining what is a reasonable definition of a small firm in a particular market goes to the heart of many small firms’ objections to the proposed rule. I also found your analysis of the harmful effects changes in some NAICS categories will have on many small businesses’ ability to compete, as well as the analysis of the effect on small business revenue shares in the overall economy to be very interesting.
